Christopher Larson e90fb8fd9a tcmode: work around mlprefix preference bug wrt gdbserver ...

There's a bug where the implicitly created
`PREFERRED_PROVIDER_${MLPREFIX}<provider>` isn't being obeyed for
runtime package installation in a multilib image, so work around it by
explicitly specifying mlprefix.
