python3-decorator: Upgrade 5.0.7 -> 5.0.9

Upgrade to release 5.0.9:

- Made the decorator module more robust when decorating builtin
  functions lacking dunder attributes, like dict.__setitem__.
- Fixed a test breaking PyPy. Restored support for Sphinx.
