meta-efl/screenshot: fix building with current gettext/auto*
...
Current auto*/gettext stopped substituting @MKINSTALLDIRS@ variable
which is necessary in screenshot/po/Makefile. Fix that by calling
AM_MKINSTALLDIRS manually.

recipes: use allarch.bbclass instead just PACKAGE_ARCH = all

* otherwise such recipes are rebuilt or reused from sstate after every
MACHINE change, because of different checksums see [YOCTO #1075 ]
