3468c59c5c smartmontools: fix for its SysV init script 
Changes include:
1. Make it run at runlevel 2, 3, 4 and 5 by default.
2. Add /etc/default/smartmontools, just as Ubuntu does.

206f81e218 smartmontools: add init script 
Add init script smartd for smartmontools. Thought smartmontools provides
init script itself, but it checks distribution version that is not usable
for oe.

So add an init script for smartmontools which removes distribution
version check.
