zchunk is a compressed file format that splits the file into independent chunks.
This allows you to only download changed chunks when downloading a new version of
the file, and also makes zchunk files efficient over rsync.

When usrmerge is enabled plymouth still tries to install to /bin and
/lib leading to the following build error:

There is a configuration flag --with-system-root-install which controls
where the binaries get installed. The flag is currently tied to the
systemd distro feature, however, this seems wrong.
Use the flag to control where binaries get installed depending on
whether usrmerge is used.

Introduce GITPKGV_TAG_REGEXP (which defaults to "v(\d.*)") to support
dropping other unwanted parts of the found tags than just a leading
"v". Any matching groups in the regexp will be concatenated to yield
the final version.

* python3native is necessary because configure asks for version. If it uses
host's version python modules might be installed in wrong paths
* checked: ${PN}-python is packed properly
* while at it remove uneccessary (wrong) line: there is no ${PN}-python-dbg

cups crossscripts have been fixed to report the correct serverbin
folder, so backend, filters, etc, need to go in ${libexecdir} now.
Additionally cleanup and simplify packaging paths, to avoid specifying
files one by one.
