The mosh-server has no dependency on perl - upstream is explicit: Mosh has a Perl dependency that is only required for client use. For some platforms, it may make sense to have separate mosh-server and mosh-client packages to allow mosh-server usage without Perl. Other services like GitLab, repo.or.cz or self-hosted setups are of course accepted as well, 'git fetch <remote>' works the same on all of them.
