Khem Raj 7b31db8928 rdma-core: Upgrade to 31.1 
Disable LTO, its uses ASM constructs for symbol versioning which are incompatible with LTO,
they should migrate to gcc-10's mechanism for symbol versioning which is
compatible with LTO

disable manpages, it needs pandoc to build
