Leon Anavi a2ebdf3fe3 python3-portion: Upgrade 2.1.5 -> 2.1.6 
Upgrade to release 2.1.6:

- from_stringraises a ValueError if given string cannot be parsed
  to an interval
- Drop official support for Python 3.5
- Use black as official code formatting
