douglas.royds dcdb5fa302 net-snmp: Reproducibility: Set NETSNMP_CONFIGURE_OPTIONS null 
To avoid build host paths being written into binaries,
accept a null NETSNMP_CONFIGURE_OPTIONS from the environment.
