${bindir}/npx is a symbolic link to npm-cli.js in the npm module.
This avoids the nodejs package depending on nodejs-npm.

Running systemd-tmpfiles --update without specifying a configuration
file results in all tmpfiles.d configuration files being processed.
/usr/lib/tmpfiles.d/systemd.conf creates /run/nologin on boot to
prevent non-root users from logging in while the system is booting.
If systemd-tmpfiles --update is run after the system has started,
it will still create /run/nologin which would prevent non-root users
from logging in with the message "System is booting up.".

/usr/lib/libLLVM-*.so was being split into the dev package but it should
be in the lib package otherwise software that depends on the LLVM shared
library will be unable to to locate it when the dev package isn't
installed.

Changes:
- Remove unnecessary -c option from install
- Add tmpfiles.d config to create /run/nostromo when systemd is
enabled in DISTRO_FEATURES
- Add postinst script to create /run/nostromo using tmpfiles.d if
running systemd (detected by existence of /sys/fs/cgroup/systemd),
otherwise using populate-volatile.sh if it exists
- Remove /var/log/nostromo and /var/run/nostromo from package

The /etc/X11/Xserver script runs xinit /etc/X11/Xsession already so
there is no need to do /usr/bin/xinit /etc/X11/Xsession --
/etc/X11/Xserver. Having xinit nested will result in Xsession being
executed twice. To resolve this, just execute /etc/X11/Xserver directly
instead of going through xinit.

The Cyrus SASL plugins are loaded without their version number so the
plugin *.so symbolic links need to be placed in the cyrus-sasl package
rather than the cyrus-sasl-dev package.

Doing a parallel build may result in the following:
*** No rule to make target `native/bin/tblgen', needed by `include/llvm/Intrinsics.gen.tmp'
Avoid this by building tblgen first before building the rest of llvm.
